The State and Local Cybersecurity Grant Program (SLCGP) is administered by CISA/FEMA and provides multi-year funding to eligible state, local, and territorial (SLT) governments through a designated State Administrative Agency (SAA) to:

  • Manage and reduce systemic or evolving cyber risk and threats
  • Improve the security of critical infrastructure
  • Improve the resilience SLT government services provided to their community

Each award must comply with defined processes including verification of:

  • Submission of all required documents
  • Completion of Investment Justification (IJ) and associated project(s)
  • Adherence to required IT assessments
  • Request for an extension to complete additional IJ and project development, if needed

SLCGP Notice of Funding Opportunity (NOFO) sets forth 4 overarching objectives that the state’s program goals must meet:

  • Develop and establish appropriate governance structures, including developing, implementing, or revising cybersecurity plans, to improve capabilities to respond to cybersecurity incidents and ensure continuity of operations
  • Understand their current cybersecurity posture and areas for improvement based on continuous testing, evaluation, and structured assessments
  • Implement security protections commensurate with risk
  • Ensure organization personnel are appropriately trained in cybersecurity, commensurate with responsibility
