The State and Local Cybersecurity Grant Program (SLCGP) is administered by CISA/FEMA and provides multi-year funding to eligible state, local, and territorial (SLT) governments through a designated State Administrative Agency (SAA) to:
- Manage and reduce systemic or evolving cyber risk and threats
- Improve the security of critical infrastructure
- Improve the resilience SLT government services provided to their community
Each award must comply with defined processes including verification of:
- Submission of all required documents
- Completion of Investment Justification (IJ) and associated project(s)
- Adherence to required IT assessments
- Request for an extension to complete additional IJ and project development, if needed
SLCGP Notice of Funding Opportunity (NOFO) sets forth 4 overarching objectives that the state’s program goals must meet:
- Develop and establish appropriate governance structures, including developing, implementing, or revising cybersecurity plans, to improve capabilities to respond to cybersecurity incidents and ensure continuity of operations
- Understand their current cybersecurity posture and areas for improvement based on continuous testing, evaluation, and structured assessments
- Implement security protections commensurate with risk
- Ensure organization personnel are appropriately trained in cybersecurity, commensurate with responsibility
